NEW YORK TIMES -- For the first time in its 156-year history, the New York City Board of Education voted Wednesday night to require its half-million elementary schoolchildren to wear uniforms. Under the policy, pupils must comply with the dress code beginning in 1999 unless their schools or parents are granted special exemptions.Can any of Gardner's proposals be carried out in the absence of severe institutional reforms?
