  NEW YORK TIMES -- For the first time in its 156-year history, the New
  York City Board of Education voted Wednesday night to require its
  half-million elementary schoolchildren to wear uniforms. Under the
  policy, pupils must comply with the dress code beginning in 1999 unless
  their schools or parents are granted special exemptions.
