Reaction for: Novice Programmers by Andrew Schulak

I think the authors make a particurlary clever insight when they say that teaching programming for proficiency versus teaching programming for cognitive skills (etc.) is very different.

Understanding this, institutions need to fully understand what the aim of their programming instruction is to be. Personally I feel a proper mix is always the best bet, but I'm not the one in charge of all the institutions of America. Once a choice is made the instructors need to dedicate the time and energy into developing the proper teaching materials needed to teach their students.
